to get affiliates / JV partners its best to build a relationship up with a couple of the big names, this forum is a great place to start as the big name guys and girls hangout here.

Once you create your plugin build, rapport with these people in the industry and let them test your plugins, then think about creating a product around it to service the needs of the market.

Having a JV page with an optin is the foundation to growing your affiliate list and so on and so forth...
