So this is it:

I have finished my web design and seo site, i got it to No.2 in google for keywords 'cheap website uk' this month, ok so now i'm waiting for customers.... and yep still waiting. I didn't think it would be this hard. hah

Basically i'm looking for somebody with a website service list or somebody who can sell me leads or relevant traffic.

Commision can be negotiated but there are bronze silver and gold web packages ranging from £15.99 to £1000+. Commision rates being between 30-40%.

Please advice and/or help.

Well the best way to get fast converting traffic is to blast it . It's not cheep to rent a e-mail list but worth it if what you are selling is over $3o . I say this because it cost like $700 for rental but you should get about hundred sales from it . Now you can see why there are so many partners out there .
